ABER Appoints AMSSA Executive Officer As West Africa’s Facilitator

 

The Africa Blue Economy Roundtable, A.B.E.R has appointed Captain Noah Isa Amwe, the Executive Officer of the African Maritime Safety and Security Agency (AMSSA) as its West Africa Regional Facilitator, effective 1st May, 2026.

 

Speaking with newsmen in Abuja at the weekend, Dr. Piriye Kiyaramo, Executive Director of ABER said the nomination of Captain Amwe was unanimously approved by the Management Committee in recognition of his distinguished career in maritime safety, security, and blue economy governance.

 

Commenting further on the appointment, Dr. Kiyaramo, stated: “Captain Amwe brings critical technical expertise and international networks at a time when securing the Gulf of Guinea and unlocking West Africa’s Blue Economy is a top priority. Under his facilitation, we are confident that A.B.E.R’s impact in the region will be significantly deepened in line with our 2026 theme: ‘From Blue Water to Blue Prosperity.”

He maintained that in his new role, Captain Amwe
will represent A.B.E.R and deepen engagement with Member States, ECOWAS, and the Gulf of Guinea Commission and coordinate country missions, workshops, and stakeholder consultations across West Africa.

Identify and profile bankable Blue Economy projects in maritime transport, fisheries, aquaculture, ports, and coastal resilience. Mobilize partnerships with governments, DFIs, the private sector, and development partners. Provide policy advisory aligned with the AU 2050 Africa’s Integrated Maritime Strategy and the AU 2026 Water Theme, submit regional reports and represent A.B.E.R at regional and global fora.

 

“Captain Amwe, a Merchant Navy Captain and Marine Engineer with extensive global training and operational experience, currently serves as Executive Officer of the African Maritime Safety and Security Agency (AMSSA) in Nigeria. His strategic partnerships with NATO, EU, and the United Nations, combined with deep expertise in the Gulf of Guinea, position him to drive A.B.E.R’s mandate across West Africa and beyond.

“The appointment is for an initial tenure of 24 months, renewable based on performance. This is a voluntary appointment and does not attract remuneration.

 

“A.B.E.R is a pioneering continental platform that convenes governments, the private sector, academia, women, and youth to drive sustainable and inclusive Blue Economy development. A.B.E.R’s work is aligned with the AU 2050 Africa’s Integrated Maritime Strategy and the AU Blue Economy Strategy,” Dr. Kiyaramo stated.
