ALTON Backs Dual Structure for AI Regulation in Nigeria, Cites UK, EU Models

ALTON has offered a clear path for regulating emerging technologies like Artificial Intelligence (AI) in Nigeria, urging the Joint National Assembly Committees to adopt a dual regulatory structure based on international standards.

Engr. Gbenga Adebayo, Chairman of ALTON, speaking on Monday, acknowledged the Bill’s vision for emerging technologies but insisted that the provisions for AI Regulation must be handled with precision.

Adebayo stated that the provisions “should reflect international best practice”.

The association’s recommendation centres on dividing the regulatory burden between the two major agencies: NITDA and NCC.

Adebayo proposed a framework that “distinguish[es] between policy guidance (to be led by NITDA) and technical regulation (to remain under NCC)”.

This split is strategic, ensuring that the high-level policy is governed by NITDA, while the technical oversight related to network implementation and service delivery stays under the NCC’s specialised purview.

To validate this approach, ALTON pointed to several successful international jurisdictions that have adopted the same model.

Adebayo informed the committee that this dual structure is “used in the UK, India, and the EU”.

Citing these global examples strengthens the argument that this structure ensures “accountability while encouraging innovation”, which is key to attracting global players in the AI ecosystem to Nigeria.

In his submission, the ALTON Chairman stressed that the measured approach to AI regulation is essential for a forward-looking digital economy.

By clearly defining roles for policy and technical regulation, the Bill can establish a predictable and functional framework for AI development.

This measured approach contributes to the overall goal of ensuring that the Bill’s objectives are “achieved efficiently and sustainably” by leveraging the existing expertise of the NCC.
