How USD 263.80 Million Will Boost Governor Otti’s Road Revolution Agenda And Create More Jobs For Abians

The recent approval by the Federal Executive Council of the USD 125 million Islamic Development Bank financing facility for the Abia State Integrated Infrastructure Development Project marks another decisive step in Governor Alex Chioma Otti’s bold and methodical drive to rebuild Abia’s infrastructure. This financing forms part of a larger USD 263.80 million co-financing package, which also includes USD 100 million from the African Development Bank, USD 15 million from the Canada–Africa Development Bank, and USD 23.80 million counterpart funding from the Abia State Government. It will directly power the Governor’s road revolution agenda, accelerating the transformation of the State’s transportation network, stimulating job creation, and enhancing economic competitiveness.

 

The Islamic Development Bank facility is particularly significant because it unlocks the integrated co-financing arrangement required for the project’s execution. With the African Development Bank and Canada–Africa Development Bank agreements already concluded, this approval clears the way for the construction of approximately 126 kilometres of road in Aba, 35.57 kilometres in Umuahia, and a strategic link road connecting the two cities. The project also includes critical erosion control works to protect infrastructure investments and communities for decades to come. Once completed, these roads will drastically cut travel times in the busiest urban corridors, create over 3,000 direct and indirect jobs, reduce greenhouse gas emissions, improve access to social services, and attract greater private sector investment.

 

Governor Otti’s administration has earned the trust of leading international development institutions because of its transparent and accountable approach to governance. Since assuming office in May 2023, the Governor has consistently demonstrated that public resources are managed with prudence, openness, and a clear focus on developmental outcomes. This commitment has not only restored public confidence but has also drawn the attention of multilateral and bilateral partners eager to support a transformation agenda firmly rooted in results and integrity. The sustained engagement with the Islamic Development Bank, African Development Bank, and other partners is a direct outcome of this credibility.

The forthcoming Integrated Infrastructure Development Project will add to an already impressive catalogue of completed and ongoing road projects across Abia under Governor Otti’s leadership. In Umuahia, key projects such as the three-lane dualization of Ossah Road, the reconstruction of Library Avenue, the Amuzukwu–Isi Court Road, and the dualization from Abia Tower to Onuimo have significantly improved traffic flow and urban aesthetics while boosting commercial activity in the State capital. In Aba, completed works like Jubilee Road, Umuimo Road, Aba–Owerri Road, Green Avenue, Queens Street, the Udeagbala–Umunkama–Ohokobe Link Road, and the landmark reconstruction of Port Harcourt Road, along with several feeder streets, have restored Aba’s reputation as the commercial nerve centre of the South East. In the Ohafia–Arochukwu corridor, critical rehabilitation works on the Ohafia–Abiriba–Arochukwu Road and adjoining routes are opening up access to agricultural zones, facilitating trade, and attracting new investment.

These projects have already delivered measurable socio-economic impacts. Improved road networks are reducing vehicle operating costs, cutting travel times, expanding market access for farmers and traders, and attracting private sector investment in retail, manufacturing, and services. They have created thousands of direct construction jobs and even more indirect employment opportunities in transportation, hospitality, and commerce. Beyond the economic benefits, residents now enjoy better access to healthcare, education, and other essential services, while safer, well-drained roads are reducing flood risks and improving overall quality of life. Expanded connectivity is knitting communities closer together, driving social integration, and positioning Abia as a more attractive destination for business and tourism.

The USD 263.80 million investment will not only expand the scope of these achievements but will also ensure that the State’s economic hubs in Aba and Umuahia are linked by modern, durable, and safe roads. By integrating sustainability measures such as erosion control and environmental safeguards, the project aligns perfectly with Governor Otti’s vision of a modern Abia that is both economically vibrant and environmentally resilient.

Governor Otti’s infrastructure revolution is transforming the State from the ground up, proving that with clear vision, disciplined governance, and strategic partnerships, Abia can rapidly emerge as a hub for sustainable growth in Nigeria.
