Police operatives from the Lagos State  Command have arrested a 40-year old man, Blavo Mensan, for allegedly engaging two of his nieces aged 5 and 9 years in sex.
P.M.EXPRESS reports that the incident happened on 30th January, 2025, at Ali Street, Lagos Island, where they reside.
According to the Police, on the 11/2/2025 at about 1200hours, the matter was transferred from Lion Building Police Division to Gender Section of the State Police Command following report by a concerned citizen.
The complainant alleged that on the 20/01/2025, one of the victims, 9, was seen with blood stains. When asked, she alleged that the suspect, who is her mother’s brother, put his penis into her private part and that on further enquiries, it was found that the suspect has done the same thing to the second victim.
Hence, the matter was reported to the Police. The suspect was arrested and detained for interrogation over his alleged conduct. After interrogation, the Police found him culpable and charged him before the Ogba Magistrate Court for the alleged offence.
The charges read:
“That  you, Blavo Mensan ‘m’, on the 30th of January, 2025 at Ali  Street, Lagos Island, in the Lagos Magisterial District, did defile your nieces, 9 and 5 years by having forceful carnal knowledge of them and thereby committed an offence punishable under Section 137 of the Criminal Laws of Lagos State of Nigeria, 2015.”
COUNT II:”That you, Blavo Mensan ‘m’, on the same date, time and place, in the aforementioned Magisterial District, did commit the offence of incest by having forceful carnal knowledge of your nieces and hereby committed an offence punishable under Section 28 of the Lagos State Domestic and Sexual Violence Law, 2021.”
The Court did not take his plea following a motion moved by the prosecutor, Inspector Lucky Ihiehie, asking the Court to give a date and refer the matter to the DPP for legal advice.
The Presiding Magistrate, Mrs. M.O.
Tanimola, ordered his remand in custody at the correctional center at Kirikiri town, Lagos, pending the outcome of DPP advice and directed the prosecutor to duplicate the file and send to DPP for advice.
The matter was further adjourned for mention for the report of the DPP’s advice to be available, which will determine if the matter will be transferred to the High Court or not over jurisdiction.
