Otti: How Sustained Regional Security Guarantees Development In The South East

Security and development are inseparable. No society can attract investment, create jobs, expand commerce or guarantee democratic freedoms where fear and criminality prevail. It was this enduring reality that shaped Governor Alex Chioma Otti’s address at the South East Regional Security Summit held in Umuahia on Thursday, July 30, 2026. More than a gathering of political leaders and security stakeholders, the summit projected a shared vision of a South East anchored on peace, regional cooperation and sustainable development.

 

Governor Otti’s central argument was both constitutional and practical. Citing the constitutional duty of government to guarantee the security and welfare of the people, he maintained that meaningful development cannot flourish where lives, businesses and communities remain under constant threat. Security, he argued, is not merely a law enforcement responsibility but the indispensable foundation upon which economic growth, social stability and shared prosperity are built.

 

Perhaps the summit’s greatest takeaway was its strong emphasis on collaboration. With governors, senior federal government officials, members of the National Assembly, state lawmakers, security chiefs, traditional rulers and religious leaders in attendance, the gathering reflected a growing consensus that insecurity has outgrown isolated responses. Criminals do not respect state boundaries; therefore, intelligence gathering and sharing, coordinated operations and unwavering political commitment are indispensable to securing the region.

 

Governor Otti also advanced a broader understanding of modern security. While advocating decisive action against criminal elements, he stressed that governments must dismantle the networks that sustain crime, including illicit drug trafficking, illegal arms supply and the activities of criminal financiers. His call on citizens to reject the culture of shielding criminals underscored the indispensable role of community participation in intelligence gathering, crime prevention and the protection of public safety.

 

Significantly, the Governor linked security with economic opportunity. By investing in critical infrastructure, quality education, agriculture, technology and job creation, governments can reduce the socio-economic conditions that often fuel criminality. Although poverty does not justify crime, expanding legitimate economic opportunities strengthens social cohesion, restores hope and reinforces lasting peace.

 

His warning against political violence was equally timely. As political activities gradually intensify ahead of future electoral contests, Governor Otti urged political leaders and citizens alike to protect democratic freedoms by ensuring that no one is intimidated, harassed or attacked because of political affiliation. Peaceful elections, he reminded participants, remain indispensable to democratic governance, political stability and sustainable development.

 

The broad endorsements from the National Assembly, the Federal Government, neighbouring South East states and security experts further underscored the growing consensus that sustainable security can only be achieved through partnership rather than isolation. Their commendation of Abia’s improving security environment equally validated Governor Otti’s deliberate investments in building a peaceful and secure atmosphere that inspires investor confidence, protects lives and property, and supports economic expansion.

 

Ultimately, the Umuahia Security Summit advanced a compelling philosophy of governance that security is not an end in itself but the gateway to sustainable development. Governor Alex Otti’s message was both clear and compelling as a peaceful South East will inevitably become a more prosperous, competitive and economically vibrant South East. With the collective commitment to deepen regional cooperation and sustain coordinated action against insecurity, the Umuahia Security Summit may well be remembered as a defining milestone in restoring the region’s reputation as Nigeria’s foremost hub of enterprise, innovation and shared prosperity.
