For many governments, impressive economic growth figures have long been celebrated as the ultimate measure of success. Yet, history has repeatedly shown that rising GDP, expanding revenues and favourable macroeconomic indicators mean little if they do not translate into better infrastructure, quality education, accessible healthcare and improved living standards. It is this distinction between growth and development that lies at the heart of Governor Alex Chioma Otti’s economic philosophy and explains the remarkable transformation of Abia State since 2023.
Governor Otti’s remarks during his meeting with the 2024 Nobel Laureate in Economics, Professor James Robinson significantly offered a clear insight into the thinking that has shaped his administration. As a First Class graduate of Economics and former bank chief, Governor Otti has consistently demonstrated that sound economic management is measured not merely by impressive statistics but by the positive impact government policies have on the lives of the people.
His assertion that economic decisions must prioritise development over growth explains why his administration has concentrated on rebuilding the foundations of the state’s economy. Rather than pursuing policies aimed solely at improving economic indicators, the government has invested in critical infrastructure, healthcare, education, agriculture, public transportation, industrial revival and institutional reforms that enhance productivity and improve the quality of life.
Governor Otti’s observation that “you can have empty growth” captures a fundamental principle of development economics. An economy may record impressive GDP growth while poverty, unemployment and inequality continue to rise. Such growth becomes meaningless because it fails to improve human welfare. This understanding has informed the administration’s deliberate focus on breaking the cycle of poverty through strategic investments that expand opportunities and stimulate inclusive development.
His emphasis on productivity is equally significant. Creating an enabling environment for investment, he argued, is insufficient if the people lack the capacity to utilise available opportunities. This explains the administration’s commitment to strengthening human capital alongside physical infrastructure, recognising that sustainable development depends on both.
It was therefore unsurprising that Professor James Robinson, whose globally acclaimed research emphasises the importance of strong institutions and inclusive governance, found common ground with Governor Otti’s approach. The commendation by the visiting scholars further affirmed that fiscal discipline, transparency, accountability and prudent resource management have become defining features of governance in Abia State.
The latest report by Philips Consulting, which ranks Abia among Nigeria’s most improved states, offers independent validation of this development driven approach. Such recognition reflects the outcome of deliberate policy choices anchored on sound economics, responsible financial management and sustained investments in people, institutions and infrastructure.
Governor Otti’s engagement with the Nobel Laureate therefore underscored a defining feature of the New Abia. It revealed a leader whose policies are guided not by the pursuit of attractive economic statistics but by a deliberate commitment to improving the quality of life of the people. Since 2023, his administration has demonstrated that when governance is anchored on sound economic principles, fiscal discipline, institutional reforms and strategic investments in human and physical capital, development ceases to be a slogan and becomes a measurable reality. That is the enduring lesson from the Abia model.
