Otti’s Agricultural Revolution: Exploring Strategic Partnership With Anambra-Imo River Basin Development Authority

The recent engagement between Governor Alex Chioma Otti, OFR and Senator Emmanuel Anosike-led Executive Management Committee of the Anambra-Imo River Basin Development Authority marks a defining moment in Abia State’s renewed drive to reposition agriculture as a central pillar of economic growth, food sufficiency and rural development. Beyond the ceremonial value of the visit, the interaction clearly reflects a shared commitment to reviving structured agriculture through strategic collaboration, effective use of data and purposeful governance.

 

The Anambra-Imo River Basin Development Authority is one of Nigeria’s statutory river basin authorities established to harness water and land resources for sustainable agricultural and rural development. Its mandate is largely focused on irrigation development, flood and erosion control, land preparation for farming, water resource management and support for agriculture related enterprises. Covering the five states of the South East geopolitical zone, the Authority is designed to support year round farming, reduce dependence on rain fed agriculture and create a stable foundation for increased agricultural productivity, rural employment and agro industrial growth.

 

This mandate aligns seamlessly with the agricultural vision of Governor Alex Chioma Otti, who has consistently articulated the need to move Abia State from subsistence farming to commercial, mechanised agriculture driven by strong value chains. The Governor’s emphasis on food sufficiency, food security and agro processing resonates strongly with the Authority’s focus on irrigation, land development and integrated agricultural systems. By prioritising collaboration, early results and practical solutions, the Governor has positioned Abia to benefit optimally from the regional reach, technical capacity and infrastructure of the Anambra-Imo River Basin Development Authority. The shared objective is basically to transform agriculture from a survival activity into a viable business that creates wealth, jobs and sustainable growth for the people.

Particularly commendable is the Governor’s decisive move to recover abandoned and underutilised farm settlements and agricultural extension facilities across the state. Many of these settlements, originally established during the era of visionary agricultural leadership exemplified by figures such as Dr Michael Okpara, were conceived as organised centres for rural development, innovation and productivity. Their revival signals a return to coordinated agricultural planning, where farmers are supported with modern techniques, inputs and institutional backing. This approach strengthens rural communities and ensures that agricultural activities are no longer isolated or poorly structured. The benefits of recovering and functionalising agricultural extension services are far reaching.

 

Beyond direct job creation, effective extension services improve farm yields through access to improved seedlings, mechanisation, irrigation and best practices. They stimulate the growth of agro processing, storage, transportation and marketing systems, thereby expanding the agricultural value chain. For Abia State, this means increased internally generated revenue from agro based businesses, reduced food importation, improved price stability and enhanced rural incomes. A functional extension system also supports food availability and resilience, making agriculture a dependable contributor to economic stability and social wellbeing.

Governor Otti’s agricultural initiatives are part of a broader all sector transformation that has repositioned Abia State as a reform driven and investment friendly destination.
