When Otti’s Healthcare Revolution Brings Chima Ubani’s Legacy Back To Life

There are moments when a government project becomes more than bricks, mortar and equipment. The commissioning of the newly remodelled and digitally equipped 80-bed Obingwa General Hospital in Mgboko by Governor Alex Chioma Otti,OFR, on Tuesday, August 25, 2026, was one of such moments. Beyond opening the doors of a modern healthcare facility to the people of Obingwa and residents along that corridor, Governor Otti used the occasion to reconnect the future of healthcare in Abia with the enduring memory of one of the state’s most courageous sons, the late Comrade Chima Ubani, whose name the hospital now bears. It was a powerful convergence of healing, service, memory and the ideals of good governance.

 

The transformation of the hospital is particularly remarkable considering the condition in which it was inherited. According to the Abia State Hospitals Management Board, the facility, originally commissioned in 2015, had become dilapidated, with no admissions, drugs or essential equipment. The Otti administration has now turned that neglected facility into an 80-bed secondary healthcare institution equipped to provide quality medical services to Obingwa and adjoining communities. The project demonstrates the Governor’s conviction that public infrastructure must not merely exist but must function effectively and deliver tangible value to the people.

 

The Obingwa hospital is also part of a much broader healthcare transformation across Abia. Governor Otti stated that the sector has consistently received 15 percent of the state’s annual budget over the past three years. The Commissioner for Health, Prof. Enoch Ogbonnaya Uche, also disclosed that 301 health infrastructure projects are being implemented, including 277 Primary Healthcare Centres being built and equipped across the state. Obingwa alone has benefited from 18 Primary Healthcare Centres, creating a healthcare network in which primary facilities can connect with secondary institutions such as the newly commissioned hospital.

 

Beyond infrastructure, the administration is introducing technology and innovation into healthcare delivery. The hospital features digital data management, real time inter facility collaboration, technology assisted laboratory and scan analysis, a well equipped theatre, eye care and observation units, a healing garden and a renewable energy system designed to support uninterrupted power. Governor Otti’s insistence that the facility must operate 24 hours daily, including weekends, with regular supplies of quality drugs and medical consumables, further demonstrates that the ultimate objective is not merely to commission a beautiful facility but to guarantee dependable healthcare services.

 

The Governor has equally placed emphasis on accountability and community ownership. Community leaders, the LGA Mayor and a Community Healthcare Oversight Team have been incorporated into the operational framework to protect the facility, monitor standards and provide feedback. This approach is significant because the sustainability of public infrastructure requires collective responsibility. Governor Otti’s warning against vandalism and his directive for continuous capacity development of healthcare workers reinforce the message that the investment belongs to the people and must deliver commensurate value to them.

 

However, beyond the impressive healthcare infrastructure, the most enduring significance of the occasion lies in the decision to immortalise Chima Ubani. An illustrious son of Obingwa, Ubani was a fearless pro-democracy activist who dedicated his relatively short life to the struggle against military dictatorship, injustice and oppressive policies. From his days as Students’ Union President at the University of Nigeria, Nsukka, to his leadership role in the Civil Liberties Organisation, Ubani remained committed to the welfare of ordinary Nigerians. His death on September 21, 2005, deprived Nigeria of a courageous voice, but it did not extinguish the ideals for which he stood.

The decision to name a hospital after Ubani is therefore profoundly symbolic. A man who fought for justice, liberty and the welfare of the common people now has his name attached to an institution established to preserve human life and dignity. Every patient treated, every mother safely delivered, every child saved and every person who receives compassionate care at the Chima Ubani Memorial Hospital will, in a sense, keep alive the values that defined his life. Governor Otti’s description of Ubani as a “martyr of the masses” captures why his legacy deserves to be preserved beyond family and political circles and made accessible to future generations.

The commissioning ultimately brings together two powerful stories. The story of a government determined to rebuild Abia’s healthcare system and the story of a son of Obingwa who sacrificed his life in the pursuit of democracy and good governance. Twenty one years after his death, Chima Ubani has been given a permanent place in the public memory of his people, while the hospital that bears his name has been entrusted with the noble responsibility of saving lives. The most fitting tribute to Ubani will therefore not only be that his name is remembered, but that the institution carrying his name consistently delivers the quality, compassion, dignity and service to humanity that reflect the ideals for which he lived and died.
