Before Soludo, Anambra tax administration was driven by a system of prebends that empower a few at the expense of the public from whom taxes are derived. It was an endless “window” of opportunity for a few who almost became more powerful than the State.
For instance, there was a powerful Keke Union, peopled by none operators who wielded unbridled terror on members to cower them into submission and exploit the actual operators without mercy. This was the old order.
When Soludo shut these windows the beneficiaries were not to go down without a fight. In all the hues and cries one thing remained constant — Soludo’s resolve to protect the vulnerable and exploited.

— The new taxes and its mode of collection is a massive improvement from the past.
— What is collected in Anambra is far more less in comparative terms than in other States.
— The actual tax payers are deeply satisfied with the constant engagement they hold with government and the flexibility with which reviews are made to attain a perfect system.
