PIUS ADE BABALEYE (PAB)

From the moment he assumed office, Hon. David Olusegun Segun Odunmbaku has made it clear that his mandate is not about optics or social media grandstanding — it’s about concrete, measurable change. His leadership in Ojodu Local Council Development Area (LCDA) has been defined by regular presence, community engagement, and development in health, education, infrastructure, and empowerment.
Below are some of the key achievements under his administration — evidence that there is truly no week without event in Ojodu LCDA.
*KEY PROGRAMS & ACHIEVEMENTS*
1. *Health and Healthcare Infrastructure*
Reconstruction of four dilapidated Primary Health Centres (PHCs) in Apata, Akiode, Powerline, and Gbadamosi communities, bringing them up to modern standards with essential medical equipment.
Upgrading some PHCs (e.g. Gbadamosi, Akpata) to 24-hour service to ensure continuous access to medical care.
Procurement of ambulances (three standard + two tricycle/mobile ambulances) for prompt medical response.
Free medical missions: over 900 beneficiaries reached for general health, plus 1,500 people received fibroid & eye surgeries with partner organizations. Also free mammogram screenings, dental care, eye tests & glasses, cervical cancer screening programs etc.
2. *EDUCATION & YOUTH DEVELOPMENT*
Distribution of GCE and JAMB forms to hundreds of students (700 GCE; 900 JAMB) to open up access to examinations.
Back-to-school support: school materials, textbooks, uniform kits, both to students and teachers; rewards for outstanding students (e.g. first-class graduates got N500,000 each).
ICT training & digital skill development: thousands of pupils trained; upgrading of ICT centres.
Vocational and skills acquisition: programs in areas like soap-making, makeup, data analysis, UI/UX design, plumbing, electrical works, etc., especially for youth, women, widows. Provision of working tools and kits.
3. *INFRASTRUCTURE & URBAN RENEWAL*
Road rehabilitation and construction across many communities:
Soyemi Street at Ojodu Berger, Paul Avenue,
Umaru Saro Drive,
Fadeyi Street, Adeshina/Adeniyi-Oke Road with a bridge to link Akiode & Okeira,
multiple inner roads and improved access in various wards.
Drainage works to address flooding: e.g. reinforced concrete drainage in Bakare Street, Ahmudatu Street (Ward B), projects in Aguda, etc.
Renovation & construction of public administrative blocks and community halls; the legislative building, secretariat enhancements.
4. *SOCIAL WELFARE, EMPOWERMENT & INCLUSION*
Trader support: Upgrading of markets (Yakoyo, Eweobaja, Sunday, Odo Eran plank, Okeira), provision of public toilets, improved facilities; interest-free loans & grant packages for small business operators & artisans.
Palliatives & mini-buses: 14 mini-buses released to ease transportation costs / effects of fuel subsidy removal; free transportation for students pupils in some instances.
Staff welfare: increased allowances, regular recognition; labeled “Most Staff-Friendly Chairman” by the LCDA staff union.
Food relief, zero hunger programmes: food bank, subsidised food market days; support to widows, elderly & people with disabilities.
5. *GOOD GOVERNANCE & COMMUNITY PARTICIPATION*
Introduction of a “Community-Driven Budget” in 2024, aligning local government budgeting more directly with community needs.
Regular site inspections of projects: he personally inspects ongoing and completed infrastructure, PHCs, road & drainage projects, and interacts with communities & stakeholders.
Re-election in 2025 by a landslide: the people’s verdict in all wards shows strong grassroots approval of his performance.
*THE H.E.Y.S AGENDA*
Hon. Odunmbaku’s administration has rallying themes under the acronym *H.E.Y.S:*
*HEALTH*
*EDUCATION*
*YOUTH & WOMEN EMPOWERMENT*
*SOCIAL & INFRASTRUCTURAL DEVELOPMENT*
These pillars have not remained just lofty ideals, but benchmarks for planning, budgeting, execution, and evaluation of projects under his watch.
*IMPACT & TAKEAWAYS*
Grassroots Reach: From ward‐by‐ward inspection to market facility upgrades, health centers in various neighborhoods, youth training, etc., his work is felt in many parts of Ojodu, not just high-visibility zones.
Responsive & Proactive Governance: Undertaking emergency infrastructure like drainage in flood-prone areas; releasing mini-buses as palliatives; staff welfare—indicates a leadership that anticipates and responds to real needs.
*Community Buy-In: Re-election, the way projects are publicly inspected, and the awarding of “Best Performing Chairman” suggest legitimacy and trust from residents.*
Sustainability Orientation: Some projects include alternative power (solar, inverters), services 24 hours, infrastructure meant to last (roads, bridges). These show planning beyond short term optics.
*CHALLENGES & THE ROAD AHEAD*
To keep up the momentum, it will be important for the administration to:
Ensure consistent maintenance of what has been built (roads, PHCs, drainage etc.) so they do not deteriorate.
Keep up funding and transparency to avoid delays in project delivery.
Engage deeper with marginalized groups (PWDs, remote wards) to ensure inclusion.
Monitor outcomes more explicitly — e.g. improvements in health statistics, school performance, local employment — so that successes can be measured, not just counted.
In a landscape where political leadership too often gets reduced to slogans, Hon. Segun Odunmbaku stands out for delivering results. His tenure in Ojodu LCDA shows that weekly, things are happening: roads are being fixed, health centers rebuilt, youth empowered, markets upgraded. His re-election in 2025 confirms the people are noticing — and approving.,
*He is, in every meaningful sense, a man of the masses — one who judges his leadership not by tweets or press releases, but by how many lives are tangibly better at the community level.*
