Abia’s 15% Health Budget And The Transformation Of ABSUTH

The ongoing transformation of the Abia State University Teaching Hospital, ABSUTH, offers a clear indication of the attention Governor Alex Chioma Otti’s administration has continued to give to healthcare. Since assuming office, the administration has consistently allocated 15% of the State’s annual budget to the sector, reflecting a deliberate commitment to making quality healthcare accessible and affordable to Abians.

This 15% budgetary provision to the health sector represents a policy direction that places healthcare among the administration’s foremost priorities. The objective is to build a functional healthcare system that responds to the needs of the people at every level, from primary healthcare centres in communities to secondary hospitals and ultimately the tertiary services provided by ABSUTH and others.

The transformation taking place at ABSUTH must therefore be viewed within this broader vision. Governor Otti’s determination to reposition the teaching hospital as a world class tertiary healthcare institution is part of a coordinated effort to strengthen the entire healthcare delivery chain and ensure that Abians can access quality medical services within the State.

One of the administration’s major early interventions was the restoration of professional accreditations lost by ABSUTH for more than two years before the emergence of the Otti government. Those lost accreditations, arising from years of infrastructure deterioration and poor management, had seriously undermined the institution’s capacity and reputation. Their restoration marked a critical first step in rebuilding ABSUTH.

The administration has also pursued institutional reorganisation by bringing experienced healthcare professionals and experts into the governance and management of the hospital. With Dr. Ezinne Kalu leading the Board and Prof. Nneka Okoronkwo serving as Chief Medical Director, the emphasis has been on professional competence, accountability and effective leadership.

The latest progress report presented to Governor Otti by the Board shows an institution moving from what its leadership describes as “institutional rescue” towards “operational consolidation.” The reported three years without industrial action, alongside 100% bed occupancy and increasing patient patronage, provides evidence of improving stability and public confidence.

Governor Otti’s latest directive to harmonise the 2023 and 2025 CONMESS structures further demonstrates that the healthcare reform is not limited to infrastructure and equipment. The welfare, remuneration and working conditions of medical professionals remain equally important. His position that Abia must provide competitive welfare packages to retain skilled personnel reflects an understanding that no healthcare system can be stronger than the professionals who operate it.

Manpower is also receiving attention across the healthcare system. The Governor disclosed that he had approved the recruitment of 861 health workers for other levels of healthcare, with 670 already recruited within six months. At ABSUTH, efforts are equally being directed towards strengthening critical manpower, while the government continues to address staff welfare and outstanding obligations.

Infrastructure, power and modern medical equipment are also central to the transformation. The recovery of previously concessioned facilities, efforts to secure sustainable electricity for ABSUTH and the ongoing preparations for the installation of the donated Tesla MRI machine valued at more than one million dollars demonstrate the administration’s determination to rebuild the hospital’s capacity.

Ultimately, the ABSUTH transformation is about rebuilding confidence in public healthcare and creating an integrated system from primary to tertiary healthcare delivery. With a consistent 15% budgetary commitment, professional leadership and sustained institutional reforms, Governor Otti’s administration is steadily positioning healthcare as one of the defining pillars of the New Abia agenda.
