Ikeja LG Sets 1st January As Enforcement Date For Ban On Scavenging, Street Trading, Cart Pushing & SGBV-Related Nuisances

The Executive Chairman of Ikeja Local Government, Comrade Akeem Olalekan Dauda (AKOD), today hosted a high-level press conference at the Executive Chairman’s Conference Room, Ikeja House, where he formally announced the commencement of full enforcement of new security and environmental measures in Ikeja beginning January 1st, 2026.

The press conference, convened to address critical security and social concerns affecting the Ikeja community, had in attendance the Heads of all Security Agencies operating within Ikeja, including the Nigeria Police, Lagos Neighbourhood Safety Corps (LNSC), Civil Defence, DSS, Immigration, FRSC and LASTMA. Also present were the CDC Chairman, Iyaloja of Ikeja, heads of religious bodies, community leaders, youth representatives, market associations, and other key stakeholders.

The management team of Ikeja Local Government—led by the Council Manager, Mrs. Juliana Taiwo Odubeko—was also in attendance, alongside the six councillors of the legislative arm, ably led by the Leader of the House, Hon. Rasheed Adisa Ogunseye.

In his address, the Council Chairman Akeem Olalekan Dauda (AKOD), emphasized that the new measures are aimed at restoring order, strengthening security, and enhancing the livability of Ikeja as the capital city of Lagos State.

He outlined the four key areas targeted for enforcement as follows:

1. Ban on Scavengers (popularly known as “Boola”)
The Chairman noted that activities of scavengers have been linked to theft, vandalization of public installations, and general insecurity. He stated that only licensed and traceable waste operators will be permitted to operate going forward.

2. Ban on Street Trading and Hawking
AKOD stressed that street trading contributes to traffic obstruction, environmental hazards, and exposes traders to avoidable risks. He promised safer, regulated trading environments within designated markets.

3. Ban on Cart Pushers
He noted that cart pushing has continually aided illegal dumping of refuse and nighttime security breaches. The council will enforce a complete phase-out and introduce a more structured waste disposal system.

4. Zero Tolerance for Sexual and Gender-Based Violence (SGBV)
He explained that Ikeja will adopt a community-driven approach to end SGBV and ensure protection for women, children, and vulnerable persons. The council will collaborate with security agencies to facilitate rapid response, prosecution support, and survivor-centered interventions.

The Executive Chairman reiterated that enforcement begins 1st January, 2026, with joint operations involving all security agencies and relevant government units. He appealed for full compliance, cooperation, and support from residents, market leaders, religious institutions, transport unions, and the general public.

He assured the people of Ikeja that these measures are not punitive but are designed to promote safety, orderliness, and the sustainable development of the community.

“We owe our people a cleaner, safer and more organized Ikeja. This administration will not compromise on security and public safety. January 1st marks the beginning of strict enforcement, and we call on everyone to support this renewed commitment to a better Ikeja,” the Chairman declared.

He concluded by thanking the stakeholders and reaffirming the council’s commitment to the Renewed Hope Agenda of President Bola Ahmed Tinubu, which prioritizes security, welfare, and development of all citizens.
