LASPPPA, LASBCA 2019 Regulations Comes Into Effect As Government Makes Document Public
The Lagos State Physical Planning Permit Authority (LASPPPA) and Lagos State Building Control Agency(LASBCA) Regulations 2019 has come into effect in Lagos State with the official release of the document to the public by the Commissioner for Physical Planning and Urban Development, Dr. Idris Salako, in Alausa at the weekend.
The regulation, made pursuant to the Section 99 of the Lagos State Urban and Regional Planning and Development Law Cap.U2, Laws of Lagos State 2015, can now be accessed by members of the public through the Electronic Planning Permit (ePP) platform: https://epp.lagosstate.gov.ng; and the Lagos State platform: lagosstate.gov.ng.
The regulations, which cover different aspects of the operations of LASPPPA and LASBCA, set standards and prescribe regulations for effective development permit and building control operations in Lagos State.
For the effective operations of LASPPA, the 2019 regulations cover different areas including procedure for application for planning permit, land use zones and complementary uses, setback to public utilities and right of way, charges and fees, requirement for high rise and public building. Others are offences and penalties, monitoring and compliance with planning permit, abuse of office by officials, impersonation of officials of the authority, appeal against disapproval of application and representation of Appeals Committee.
For the building control operations, the 2019 Regulations address issues such as document to be submitted by the developer with notice of intention to commence construction, site inspection, authorisation to commence construction, construction site, building stage certification, building certificate of worthiness and certificate of completion and fitness for habitation.
The building control aspect of the regulations also dwell on use of certified professionals and artisans, supervision of demolition, fire safety, hygiene, water sanitation and safety as well as drainage and waste disposal among others.
It is expected that this and other initiatives of Government towards reforming the built environment sector of the State, including the recent inauguration of the Lagos State Physical Planning and Building Control Appeals Committee by Mr. Governor of Lagos State, Babajide Sanwo-Olu, will enhance the performance of both the LASPPPA and LASBCA for effective development permit and building control operations.
