Eze Maduabuchukwu Pays Unscheduled Inspection Tour To Abba Primary Health Centre, Charges Contractor On Quality Of Work

Remodelling a building project and repairing the roofing system is undeniably among the most extensive and expensive project any contractor can handle. A typical well built roof has a lifespan of over two decades, which depends on the quality of materials used, professional handling of the roofing system and the nature of weather conditions in the area.

Following disturbing constant calls and expressed concerns by the good people of Abba Autonomous Community in Nwangele LGA, Imo State, both at home and in the diaspora over the poor roofing system by Engr. Ralph Inas, the contractor handling the contract award of the ongoing renovation, upgrading and equipping of Abba Primary Health Centre by the National Primary Health Care Development Agency, NPHCDA; a Constituency Project, which was  attracted in 2021 by the member representing Nkwerre/Isu/Nwangele/Njaba Federal Constituency in the House of Representatives, Hon. Ugonna Ozurigbo. 

For the above singular reason, a rather proactive community leader and traditional ruler of Abba Autonomous Community, His Royal Highness, Eze Ndubueze Maduabuchukwu (Uburu ll of Abba), having received myraids of calls, complaints and concerns from Abba people and other stakeholders made  unscheduled inspection tour at the  project site yesterday, Saturday, 26th February, 2022, to thoroughly ascertain the speed and level of work done so far at the facility site, including the  expected quality of work as encapsulated in the job specifications.

Commending the Federal legislator, Chief Ugonna Ozurigbo, for his people-oriented, robust and effective representation in attracting such legacy project as the renovation of Abba Primary Health Centre at a time when health challenges have become so perennial in our various communities, Eze Maduabuchukwu however, expressed deep concern over the poor handling of the roofing system of the project, which is the most critical aspect of the job. 

The likes of Engr. Kene Iwuogo, President General of Abba Autonomous Community,  Engr. Ebere Chimezie, USA based businessman, Sir. Chidi Onwumere, an Abuja based Brand Expert, Njoku Macdonald Obinna, Port Harcourt based Abba born Media Consultant alongside other Abba leaders and illustrious sons have in different community-related fora raised such concern; while urging the contractor to use a pitched roofing system over the flat one he installed at the Primary Health Centre since the former is more stable, stronger and resilent during periods of heavy rain and offers far more effective drainage.

This unanimous call by the community leaders, which is not out of place is because the water drains off a pitched roof easily and uniformly, whereas on  the flat roof which the contractor used at the Primary Health Centre, water can build up creating structural pressure, which will eventually lead to a collapse.

In a video sent to the writer by an Abba youth leader, where the traditional ruler was captured in the following words:

“We thank him (Hon. Ugonna Ozurigbo)  for what he has done for us. We are so grateful to him. And we shall also make some more request as we cannot stop asking for the development of our community. Meanwhile, we have our reservations over the poor handling of the roofing system as the Engineer didn’t pitch the roof, which was one of the major reasons the building collapsed in the first place. We are also asking for a functional water borehole to be constructed immediately after the renovation as no modern hospital can carry out its daily surgical and medical activities without portable clean and functional  water system.”

An observant Eze Ndubueze Maduabuchukwu, who was the first to pay a physical visit at the ongoing Abba Primary Health Centre renovation project site as part of his selfess community services, also spotted out an abandoned project site at thereof , which the writer gathered, was a bungalow Staff Quaters attracted by Rt. Hon. Jones Onyereri in 2018;  which suffered a huge setback due to lack of supervision, follow-ups and accountability. Thus, giving a rather vigilant Abba people strong reasons to tenaciously follow up on any projects  sited in their community by either the Government or elected officials both at  State and Federal levels.

In suggesting practical measures on how to revisit and reactivate the completion of the abandoned Staff Quaters at the Abba Primary Health Centre, given to Foxtrot O & G Company Limited as the Contractors under the Zonal supervision of Shelter Care & Development Ltd and national consultantancy of COPs Limited; which was attracted by Rt. Hon. Jones Onyereri in 2018 and eventually abandoned by the contractors, Eze Ndubueze Maduabuchukwu promised to send a delegate or put a call across to the former Federal legislator to kindly facilitate the completion of the project, which started under his watch as the member who representated  Nkwerre/Isu/Nwangele/Njaba Federal Constituency between 2011 -2019.
