Imo: Nze Dr. C.C Osuala Energizing Governor Uzodimma’S Shared Prosperity Agenda With Proper Budgeting And Planning

One of the most important political appointments made by the Executive Governor of Imo State, Distinguished Senator Hope Uzodimma in 2020, was that of Rt. Hon. Chief Nze Dr. C.C Osuala, the incumbent Honourable Commissioner for Budget, Economic Planning and Statistics, Imo State.

With him and few other intellectuals, technocrats and professionals, Governor Uzodimma has a very sound economic team, that has been providing due support for the economic development of the State.

Rt. Hon. Dr. C.C Osuala, who represented Nkwerre/Isu/Nwangele/Njaba Federal Constituency at the House of Representatives at 4th House in 1999-2003 political period, was appointed Commissioner by Governor Uzodimma in 2020 shortly after the governor assumed office. 
When the governor dissolved his cabinet in 2021, he retained Nze Dr. C.C Osuala as his Commissioner for Budget, Economic Planning and Statistics till date. That must be for his intimidating academic qualifications and proven administration service delivery competencies in various fields, especially in budgeting and planning.
Rt. Hon. Dr. C.C Osuala, (Akajiala Nze Anwuanwu) holds three doctorate degrees with honours in General Engineering, Engineering Sciences, and in Management, all from ivy universities in the United States of America. He also holds a Baccalaureate degree with honours in Law from an American university.
The Duru-Omenaiho dynasty, Amaigbo, Nwangele-born politician is a distinguished scholar, whose working career centred aeronautics, aerospace, including NASA Aerospace in the America. He also has work experience in banking and engineering. It was on his return to Nigeria that he was massively voted for and elected into the National Assembly by the wonderful people of Nkwerre/Isu/Nwangele/Njaba Federal Constituency in 1999.
While in America, he was a Lecturer at Oklahoma State University, and  also at Weber State University. Prior to that, he was President, Nigeria Students Union, Ogden, Utah Chapter. Earlier, at St. Augustine’s Grammar School (SAGS), Nkwerre, he was the Library Prefect. 
As an international scholar, Dr. C.C Osuala is a prolific writer and author, who has written four books in Engineering, and two books on Mathematics. In 2020, he published “Citizens Budget for Imo State”, which is a manual that has been translated into Igbo vernacular. That book was instrumental to the admission of Imo State into “World Bank Budgetary Transparency”, which was a first of its kind since the creation of the State in 1976.
The “World Bank Budgetary Transparency”, programme known as “State Fiscal Transparency Accountability and Sustainability (SFTAS) earns the Government of Imo State grants running into $7 million, which contributes significantly to the Internally Generated Revenue (IGR) base of the State.
In an interview, the Honourable Commissioner in his analysis of the 2022 budget said: 
“The N381 billion 2022 budget estimate is ambitious but not too ambitious, considering the challenges we are faced with. Too ambitious implies negative connotations. The budget is ambitious based on tenable economic yardstick and barometer. The budget is based on realistic and realizable economic assumptions predicated on empirical data, proper statistical analysis of economic activities within Imo State, crude oil revenue share due to the State, economies of scale of the State, Gross Domestic Product (GDP) of the State, inflationary factors, Monetary policy of the Central Bank of Nigeria, Medium Term Expenditure Framework (MTEF), and measurable World Bank’s State Fiscal Transparency Accountability and Sustainability (SFTAS), Program Delivery Linked Indicators and Delivery Linked Results, Donor agencies factor, to mention but few indices used in arriving at this conservative N381 billion budget estimate. It is the audacity of Hope.”
To assure Ndimo of the efficacy of the 2022 budget, Rt. Hon. Nze Dr. C.C Osuala said:
“My fellow citizens of Imo State, the 2022 Budget holds a great promise for us all. It is a budget of shared prosperity and shared responsibility. We must be vigilant against those, whose inordinate political ambitions are rooted in selfishness, egocentricity, which propels insecurity. We must not allow them to deprive us of reaping the good fruits from the Peoples Budget. It is time we (the youths and the elderly) wizened up and shun evil and show love to the Heartland of Nigeria. The State belongs to us all. We must seize this moment and make it best for us, collectively. 
“This is the first administration in the annals of Imo State that has produced a State Budget through the consensus of the citizens. We sourced inputs from the: Open Government Partnership in all 654 autonomous communities in the 27 Local Government Areas, with leaders, House Assembly members, IMC Chairmen, Councillors, physically challenged citizens, Civil Society Organizations, Faith Based Organizations, women and youths, in attendance in various Town Hall meetings, demanding and stating their needs in a rational and methodological manner through the Charter of Needs, in acquiescence with the World Bank requirements. These efforts and more culm in the People’s Budget.
“We, as the citizens of Imo State, must reap the benefits of our collective efforts, embedded in the People’s Budget. My fellow citizens, in the final analysis, the People’s Budget 2022 is predicated into doctrine of “the budget of the people, by the people, for the people”. Peace and progress.”
Those are far-reaching assurances, inspirational and motivational thoughts and thinking from the man whose hindsight, foresight and insight fashioned the most functional budget in Imo State in the past two decades or even more, with an outlay of 72% capital expenditure and 28% recurrent expenditure. That must unarguably account for the ongoing explosion of programmes and projects across Imo State by Governor Uzodimma. 
Rt. Hon. Chief Dr. Nze C.C Osuala is adequately endowed with a huge wealth of knowledge, understanding and experience in the academia, in the corporate world and in the world of politics, where he currently plies his public service trade. There’s no doubt that he’s contributing significantly to the du’y celebrated success of the 3R Shared Prosperity Government of Governor Hope Uzodimma. 
At the National Assembly, he was Chairman of two House Committees, National Economic Development Committee, and Housing Committee. He was also a member House Committee on Health, House Committee on Defence, and House Committee on Works. He was a member NSPRI Board and Chairman, NSPRI Welfare Board.
At that time in the House, he had massive programme and project accomplishments and achievements that will be too copious to be catalogued here in this writeup. 
The most important thing, however, is that Dr. C.C Osuala had served, he is serving, and he will continue to serve Imo State in general, Orlu Zone, Nkwerre-Isu-Nwangele-Njaba Federal Constituency, Nwangele LGA and Amaigbo ancient kingdom in particular. Tomorrow is pregnant! So help him, God! To God be the glory! 

By God’s grace, Imo State is being rehabilitated, reconstructed and recovered by Governor Uzodimma!!
