ONC Hails Reps Vote Of Confidence On Tinubu, NNPCL, PINL, Says Extension Of Surveillance Contract Well Deserved

Posted on October 14, 2026

The Orashi National Congress, ONC, the apex socio-cultural organisation of Abua/Odual, Ahoada East, Ahoada West and Ogba/Egbema/Ndoni Local Government Areas, has welcomed the resolution of the House of Representatives Committee on Host Communities which cleared Pipeline Infrastructure Nigeria Limited, PINL, and its Managing Director, Dr. Osahon Okunbo, of all allegations and recommended extension of its pipeline surveillance contract.

In a statement signed by its President General, Amb. Comrade Emeni Ibe, JP, AP, the ONC described the resolution, which followed a petition dated September 5, 2026, by the Niger Delta Oil-Producing Communities Reform Movement, ND-OCRIM, as a demonstration that truth will always prevail over blackmail.

The group noted that the petitioners failed to appear after three invitations on September 14, 22 and October 5, 2026, and provided no documentary evidence, which shows the petition was frivolous, sponsored and aimed at distracting a performing company.

ONC listed the verifiable achievements of PINL as contained in the report to include:

– Rise in TNP Crude Delivery to Bonny Terminal from 3 per cent in May 2022 to 98 per cent in September 2026
– Restart of OML 11 within 90 days after 18 months shut-in
– Remediation of 2,049 illegal pipeline connections and destruction of 1,010 illegal refinery clusters
– Coverage of 215 host communities with over 35,600 surveillance guards, 28 forward bases, 130 boats, 175 vehicles and 25 drones
– Award of over 5,000 scholarships, skills training for over 4,000 women and girls, and flood relief to over 10 communities in Rivers State

“These are not just figures, they are lives touched and oil production restored for the nation,” the ONC said.

The Congress said it fully aligns with the House Committee in passing a vote of confidence in President Bola Ahmed Tinubu, the National Security Adviser, the management of NNPC Limited and the leadership of PINL under Dr. Osahon Okunbo.

According to ONC, the increase in national crude oil production from 1.388m bpd in Q1 2026 to 1.525m bpd in Q2 2026 and current 1.68m bpd including condensates, is directly linked to the improved security of the Trans Niger Pipeline corridor.

It called on the Federal Government and NNPC Limited to heed the recommendation of the House Committee and extend the pipeline surveillance contract of PINL without delay, while urging PINL to sustain its community engagement and improved welfare for surveillance personnel in Orashi and Niger Delta host communities.

The group also commended the House of Representatives Committee on Host Communities led by its Chairman for its thoroughness, transparency and refusal to be used as a tool for witch-hunt.
